Preventing Fraud and Mismanagement in Government: Defining Roles and Responsibilities

Program Description

As Part-1 of this series, we will look at fraud and mismanagement issues that face government organizations. Government organizations, like corporations, have a unique culture and "tone at the top," which drive the direction of the people employed there.

In this first session, we will present how government organizations are supposed to function by looking at the roles and responsibilities of those who work there. We will look at the responsibility of public officials, the generation of income by public entities, and the motivations of those at various levels of government. We will present the challenges that governments face with outdated policies, procedures, and processes. There are many valuation considerations that a government becomes involved in like, property tax assessments or public private partnerships, where the assets may be sold, transferred, or impaired. How does a valuator decipher through the government financial maze.

Within this governmental structure is a level of "trust," which, while seemingly an attribute, diminishes the professional skepticism of CPAs and others within the organization. We will define specific responsibilities within the chain-of-command and highlight controls needed to promote accountability.

Mr. Joseph Petrucelli is a founding partner of PP&D Accounting in Woodbridge, NJ. Mr. Petrucelli is often cited in the media and accounting journals for his work as a forensic accountant. He is a Forensic Certified Public Accountant (FCPA) and holds various other certifications with the American Institute of Certified Public Accountants, National Association of Certified Valuators and Analysts, Financial Forensic Academy, and the NJ State Board of Accountancy.

Mr. Petrucelli is the author of "Preventing Fraud and Mismanagement in Government" (Wiley, 2016), and "Detecting Fraud in Organizations" (Wiley, 2013). He is also a contributor to media as an expert on tax issues and forensic accounting. He is an adjunct professor at CUNY College of Staten Island where he teaches forensic accounting. He is a graduate of Kean University where he has a BS in economics with a concentration in accounting.

He was also recently quoted by Forbes Magazine in an article titled "Nick's Roast Beef, A Greek Tragedy On Boston's North Shore."

Mr. Walt Pavlo is a contributor to Forbes.com where he writes about white-collar crime.  He is the co-author of "Stolen Without A Gun", which he co-wrote with Neil Weinberg (Editor-in-Chief at American Banker). Mr. Pavlo’s story has been a part of training programs at the Federal Bureau of Investigation, major corporations, and top-ranked MBA programs across the country.  He is also an on-air contributor on the topic of white-collar crime for CNBC and FOX Business.

Walt Pavlo is the founder of www.500PearlStreet.com, which is a website dedicated to providing information on current white-collar crime cases with the purpose of educating people on the major cases in our court system.  His program is integrated into a number of leading universities as a supplement to teaching forensic accounting, auditing, law, and ethics. Mr. Pavlo is a nationally recognized speaker on white-collar crime, and he gave a keynote address at the annual conference of Certified Fraud Examiners. He has also given presentations to key focus groups such as the Center for Audit Quality.  He has also been a contributing panel member on numerous programs for the American Institute of CPAs and the Institute of Internal Auditors. Mr. Pavlo specializes in helping corporate leaders and their people understand how fraud starts within an organization by providing insight into the motivations of perpetrators and the opportunities they see when they commit crimes within a company.

Mr. Pavlo was recruited by the Federal Bureau of Investigation to lead training and discussions on financial fraud in the corporate environment in order to create awareness that fraud can exist in any workplace.  His case has been cited in numerous textbooks and periodicals as a classic story of how a lack of proper mentoring and support within an organization can lead to poor decisions. His story has been featured on ABC Nightline, The Katie Couric Show, and the NBC Today Show.
